There are various requirements mandated by the USDA concerning the interstate movement of cattle, horses, swine, sheep, and goats. Below we cover a very brief summary of these requirements. Cattle
Official individual animal identification is not required for feeder cattle and other cattle and bison which are transported directly to slaughter. These may be transported with backtags. There are some exceptions.
The following livestock do require identification (with certain exceptions):
Beef cattle and bison
Dairy cattle
Horses
Swine
Sheep and goats
Many of the above animals require a certificate of veterinary inspection for interstate travel. There are exceptions with certain categories of animals regarding the identification requirements. See the above referenced APHIS USDA website page for more detailed requirements.
Certificates of Veterinary Inspection
Various types of animal ID numbers must be included on certificates of veterinary inspection. Other than a particular exception which follows, these ID numbers include:
- Breed association brand numbers or registration tattoo
- Official ear tag number(s)
- Other official individual identification
The exception is when animals are identified with a flock ID which refers to the flock of origin and this complies with the requirements for individual animal ID – then, the flock ID may be included on the certificate of veterinary inspection (CVI) instead of the individual ID number. Also, instead recording all animal registration info on the CVI, copies of the registration papers may be attached to the CVI along with other attachments used to identify animals, as allowed by 9 CFR 79.5(b).
